Guideline Update Recommendation: Eliminate Requirement to provide Business Lisence & Registration if their indusry can validated using a Schedule C.

Per EOG via email: We checked and are fine with using Schedule C to verify that a person is operating a business and the industry of the business.  We would want to use this as a 3rd verification option in the event that a license or permit cannot be provided.  This approach can be used for ARPA-funded grants as well.
