Two owner Business

if an applicant must be a majority owner, what if we have two 50% owners? Would the business then be ineligible since one of the eligibility requirements asks the applicant "Are you the majority-owner and manager of the business"

California is a community property state, so without knowing how a business is designated for tax purposes it is possible that a majority owner designation could be addressed with the names of both spouses on the grant application because they are majority owners in the business/community property. Therefore, it would be all right to accept these applications with 50-50 owners, where the co-owners are both spouses.
